He'll happily clear the bowl if I leave the room, but won't touch it while I'm standing there. No other issues — playing, using the litter tray, sleeping fine. Is this a confidence thing that passes?

Very common in rescues, especially if they've had to compete for food. Ours took about two months before he'd eat with us in the room.

Put the bowl down, walk away, don't make eye contact. Sounds silly but the not-watching part is the whole trick.
